Advancing Renewable Energy: UP Drives the Development of the Jalisco Energy Intelligence Center

Universidad Panamericana reaffirms its commitment to sustainability and applied research through the active involvement of its faculty researchers in the development of the Jalisco Energy Intelligence Center (CIEJ), a strategic initiative focused on energy planning, efficiency, and the transition toward clean energy in the state.

Dr. Héctor Robles and Dr. Francisco Moreno, research professors at Universidad Panamericana’s Guadalajara campus and members of Mexico’s National System of Researchers (SNI), are collaborating with the Center for Advanced Technology (CIATEQ) on the design and technical evaluation of this initiative, which aims to generate key insights to support government decision-making in the energy sector. 

Strategic Energy Planning for Jalisco

Following an invitation from the Office of the Vice President for Research (VGI) in September 2025, the research team initiated the development of a pilot project aimed at conducting a comprehensive diagnosis of the state’s energy system.

“The government considers this project highly strategic, as it will enable a self-assessment of the current situation and the development of forecasts for energy demand growth. With this information, it will be possible to plan, make informed decisions, and establish a monitoring and control center,” explained Dr. Héctor Robles.

The main objectives of the Jalisco Energy Intelligence Center include:

  • Improving energy efficiency by reducing losses and generating cost savings
  • Strengthening the resilience and reliability of the electrical system
  • Promoting the adoption of clean energy sources, particularly solar power

Project Progress and Scientific Development

With an estimated investment of MXN 1.6 million, the project is currently in the evaluation phase of the measurement model developed by Universidad Panamericana researchers, who are analyzing energy technologies at the international level to identify solutions best suited to the local context.

While UP academics lead the modeling and technical evaluation, partner institutions are responsible for the system’s operational implementation. This work is expected to generate scientific research to be published in specialized journals on energy management and conservation, as well as presented at national and international conferences.

One of the main challenges identified is climate variability, as renewable energy sources such as solar power depend on changing environmental conditions, while energy demand remains constant.

Institutional Support and Official Launch

The Jalisco Energy Intelligence Center was officially presented on January 19, 2026, during a press conference at the Jalisco Ministry of Innovation, Science and Technology (SICyT), with the aim of generating value-driven proposals that positively impact the quality of life of the state’s population.

During the event, Horacio Fernández Castillo, head of SICyT, emphasized that this strategic project contributes both to social well-being and economic growth by strengthening energy planning and promoting the use of renewable energy.

Collaborative Efforts Driving Regional Development

A key component of the project is its interinstitutional nature, linking Universidad Panamericana with organizations such as the Federal Electricity Commission (CFE) and other entities, ensuring that the benefits of the CIEJ translate into tangible impact for the state of Jalisco.

Additionally, the initiative provides opportunities for students to engage directly in the project, applying new knowledge while strengthening their sense of responsibility and commitment to their environment.
