He holds a Bachelor's Degree in Administration and Finance from Universidad Panamericana Campus Aguascalientes. He has a Master's Degree in Socioeconomic Evaluation of Investment Projects from the same institution and a Master's Degree in Business Economic Research from the University of Salamanca in Spain, where he also has a Doctorate in "new trends in business management".

As an entrepreneur, he founded the company Bio Organics Desechables Biodegradables, a company committed to the care of the environment. His professional career includes having been Deputy Director of Services of the Secretariat of Economy Delegation Aguascalientes, Coordinator of the Forum of Professionals and Technicians of the Confederation of Popular Organizations of Aguascalientes, Parliamentary Advisor of the Economic Development Commission of the LXI Legislature of the H. Congress of the State of Aguascalientes and Advisor of Socioeconomic Projects in the Secretariat of Social Development of the Municipality of Aguascalientes, among others.

Among other achievements, Fernando was recognized as the best national social project at the II National Leadership Forum for the "El Salto" project in 2004. He obtained a medal as one of the best students in Mexico awarded by Conacyt in 2002. He was president of the Alumni Society of the Universidad Panamericana Campus Aguascalientes for the period 2000 - 2001 and founding member of the State Student Council of Young University Students in 2001.
