He holds a Bachelor’s degree in Business Administration and Finance from the Universidad Panamericana Aguascalientes Universidad Panamericana . He also holds a Master’s degree in Socioeconomic Evaluation of Investment Projects from the same institution and a Master’s degree in Business Economic Research from the University of Salamanca in Spain, where he is also pursuing doctoral studies with a research focus on “new trends in business management.”

As an entrepreneur, he founded Bio Organics Desechables Biodegradables, a company committed to environmental protection. His professional career includes serving as Deputy Director of Services at the Aguascalientes Branch of the Ministry of Economy, Coordinator of the Forum of Professionals and Technicians of the Confederation of Popular Organizations of Aguascalientes, Parliamentary Advisor to the Economic Development Committee of the 61st Legislature of the Honorable State Congress of Aguascalientes, and Advisor on Socio-Economic Projects at the Secretariat of Social Development of the City of Aguascalientes, among other roles.

Among his other achievements, Fernando received an award for the best national social project at the Second National Leadership Forum for the “El Salto” project in 2004. He received a medal as one of Mexico’s top students, awarded by CONACYT in 2002. He served as president of the Student Association at the Universidad Panamericana Aguascalientes Universidad Panamericana from 2000 to 2001 and was a founding member of the State Student Council of University Youth in 2001.
