Clara-Luz Álvarez is a research professor at the National Autonomous University of Mexico ( Universidad Panamericana ) and is a member of the National System of Researchers (Level 3).
She has served as an expert in telecommunications law in the following international ICSID arbitrations: Case No. UNCT/17/1, Joshua Dean Nelson v. the United Mexican States, and Case No. ARB(AF)/17/2, Eutelsat, S.A. v. the United Mexican States.

Clara Luz is executive secretary and member of the Mexico City Citizens’ Council for Security and Justice, a member of the Consumer Affairs Advisory Council of the Federal Consumer Protection Agency, and a member of the Advertising Advisory Council of the Federal Commission for Protection against Health Risks (Cofepris), as well as a columnist for Reforma.
Clara Luz received the National Journalism Award for promoting democratic culture for her work hosting the program *Código Democracia* on the Congressional Channel (2014). She has served as an expert for the International Telecommunication Union on telecommunications accessibility for people with disabilities. She served as a member of the Advisory Council of the Federal Telecommunications Institute (2015–2017); as a rapporteur for the International Telecommunication Union on accessibility to information and communication technologies (ICT) for people with disabilities (2006–2011); a commissioner of the Federal Telecommunications Commission (2003–2006) and head of the General Legal Affairs Division of that Commission (2003–2005).
Clara Luz holds a Doctor of Law degree with honors (Universidad Panamericana), a Master of Comparative Law (New York University), a Master of Legal Sciences (Universidad Panamericana), and a Bachelor of Law, for which she received honors and achieved the highest GPA in the School of Social Sciences (University of the Americas-Puebla).
