Since November 2020, he has served as Chair of the Governing Board of the National Institute for Higher Education ( Universidad Panamericana ) and IPADE, where he previously served as Rector General. He holds a law degree from the National Autonomous University of Mexico ( Universidad Panamericana ) and a Doctor of Law degree from the University of Navarra, where his dissertation, *From the Reason of State to the Reason of the Market*, earned the highest grade. He is a member of the National System of Researchers and CONACYT, and a graduate of IPADE.
He is a tenured professor in the School of Law and the School of Government and Economics at the Universidad Panamericana , where he teaches Administrative Law, General Theory of Politics, Strategy, and Leadership.
Dr. Lozano is a member of the Mexican Academy of Legislation and Jurisprudence. He serves as coordinator of the Ethics Committee of the Illustrious National Bar Association. He received the 2014 “Best of the Legal Profession in Mexico” award for academic merit. He received an honorary doctorate with full academic status and the Decoration of the Mexican Order of Law, Culture, and Peace, awarded by the Mexican Academy of International Law. He was the recipient of the 2018 ANADE Francisco Breña Garduño Award. He received the Ignacio L. Vallarta Award for academic excellence from the National Council of the Legal Profession. He was named an Honorary Member of the University Club. He serves as an independent director for companies in the automotive, education, and financial industries.
Under his leadership, the Schools of Government and Economics and the School of Fine Arts were founded; the three campuses that make up the university were institutionally consolidated; the university’s scientific research output increased significantly, earning it third place in the prestigious QS and The Higher Education rankings; and construction has begun on the new campus of the University of the Pacific ( Universidad Panamericana), Ciudad UP, in the municipality of Huixquilucan, State of Mexico. This is an ambitious project covering more than 300,000 square meters of construction that will include schools, laboratories, a museum, university housing, a business center, and a hospital.
Dr. Lozano is a weekly contributor to Joaquín López Dóriga’s news program. He writes opinion columns for the newspaper El Universal and has contributed to Reforma and Excelsior. For several years, he has had a segment on Oscar Mario Beteta’s radio news program *Los Tiempos*. He has written dozens of articles on public law and management for specialized journals. He has supervised more than a hundred undergraduate and graduate theses and is the author of several books.
