A native of Mexico City, he holds a bachelor’s degree in law, a master’s degree in legal
sciences, and a Juris Doctor degree, with honors, from the Law School of the
t the Universidad Panamericana.
He worked for seven years at the Supreme Court of Justice of the Nation, where he served as
secretary of research and accounting. He subsequently moved on to a career in
academia. For more than a decade, he has been a professor and researcher at the Universidad
Panamericana’s Mexico City campus, and he is also a visiting professor at other
universities throughout the country.
At the Panamericana University, he has served as academic secretary and director of the postgraduate program in law (
), and he is currently the research secretary of the Faculty of Law
.
He is a Level III National Researcher in the National System of Researchers of the National Institute of Health Technology and Health Information (
, SECIHTI).
He is the author of numerous articles in specialized journals, several book chapters, and
seven books:
- Process Theory,
- The case law of the Federal Judiciary,
- Legal equality and inequality,
- The right to education in Mexico,
- Formal Analysis of Constitutional Reforms,
- Conflicts between constitutional bodies and the Federal Judiciary and
- Amendments to the 1917 Constitution.
In addition, he has co-authored two books and is a columnist for El Universal.
He is the section editor of the journal *Cuestiones Constitucionales*, a member of the editorial board
of the journal *Ratio Decidendi*, and a member of the scientific committees of the journals *Tohil*
(published by the Autonomous University of Yucatán) and the Yearbook of the Law School of the
University of Extremadura. In addition, he is a member of the Board of the Institute
of International Legal Studies at Rey Juan Carlos University in Spain.
He is a member of the Ibero-American Institute of Constitutional Law and the
International Society of Public Law.
