He holds a bachelor’s and a doctorate in law from the National Autonomous University of Mexico ( Universidad Panamericana). He pursued his second doctoral studies, also in law, at the University of Salamanca in Spain, where he completed the Advanced Studies program. He holds a postdoctoral degree from the University of Calabria in Italy, focusing on new technologies, law, and the social sciences. He is a graduate of IPADE’s D-1 program and a specialist in philosophical anthropology from the National Autonomous University of Mexico ( Universidad Panamericana).
He is currently the vice rector of the Mexico City campus of the Universidad Panamericana. He is the president of the Ibero-American Foundation for Transparency and Access to Information, which operates in 14 countries across the region. He also serves as an advisor to various law firms on data protection matters.
He has served as director general of the Center for Advanced Studies in Administrative and Fiscal Justice at Mexico’s Federal Court of Administrative Justice. He has also served as dean of the School of Government and Economics, director of the Institute for Legal Research at the School of Law, and director of the graduate and undergraduate programs at the School of Government and Economics at the Universidad Panamericana.
He has been a tenured professor of the Right to Information for 21 years and teaches Constitutional Theory at the School of Government and Law, Society, and State in the Law School of the Universidad Panamericana. He also teaches graduate-level courses on topics such as the Right to Privacy, Personal Data Protection, and Transparency and Access to Information at various institutions of higher education throughout the country.
He is the author, editor, and editor-in-chief of 19 books on freedom of information, as well as more than 50 articles and book chapters on the right to information, published in various specialized legal journals and anthologies.
She is a member of Mexico's National System of Researchers.
He has given lectures on the right to information and personal data protection at various national and international forums, and has served as a visiting professor at several universities in Ibero-America.
He has contributed to various mass media outlets on topics related to information law and personal data protection. For five years, he served as content director and host of the television program*Ante la Ley*, broadcast on Mexico’s Judicial Channel. He is currently a columnist for the newspaper*El Economista*.
During the LXII Legislature, he was appointed by an absolute majority as an honorary advisor on Transparency and Access to Information for the Chamber of Deputies of the Honorable Congress of the Union of Mexico.
He was unanimously appointed at the First Mexico City Congress as a member of the Selection Panel of the Citizen Participation Committee of the Mexico City Local Anti-Corruption System.
He was recently appointed to the Legal Advisory Council of the Mexican Academy of Communication and to the Academic Advisory Council of the Mexican Institute for Strategic Studies and National Security of the Armed Forces.
