Mexico City, September 11, 2023- Is it possible to aspire to reliable, sustainable and resilient governments? This is the question that brought together, virtually, experts from different countries, who discussed the different perspectives they have on good governance of governments. Universidad Panamericanaexperts from various countries, who spoke about the different perspectives they have on good governance of local governments in different regions of the world.

At the event, organized by Graduate Programs of the School of Government and Economics of the Ciudad Panamericana campus. of the Ciudad Panamericana campus, was attended by Dr. Santiago García Álvarez, rector of the Mexico City and Ciudad Panamericana campuses; Ms. Cecilia Canal, academic vice rector; Mr. Francisco Gamboa, director of Graduate Studies; and Dr. José Antonio Lozano Díez, president of the UP-IPADE Board of Governors.

The external guests were Dr. Gloria Ostos, president of the Participa Foundation (Spain) and Dr. Carlos Gadsden Carrasco, president of the International Foundation for the Development of Reliable Governments (FIDEGOC).

Also present were Markku Markkula, vice president of the European Committee of Regions of the European Union; Oscar Javier Schiappa-Pietra, executive director for the Peru chapter of the Binational Development Plan for the Peru-Ecuador Border Region; and Renán Alberto Barrera Concha, mayor of Mérida Yucatán.

First steps of ideas and solutions

In his welcome message, Dr. García Álvarez celebrated the alliance between the Pan-American and the organizations FIDEGOC and Participa and stated: "The fact that international experts from around the world are meeting together will undoubtedly support the professionalization of public servants, and this is important for the future" .

"I am sure that these works will give the first steps of concrete ideas and solutions that will favor in the future strong, sustainable governments that benefit society," he said.

He also indicated that "the underlying issue is the illusion of contributing to the development of reliable, sustainable and resilient governments, within the framework of democratic governance, an innovative and humane approach. In all our activities, the person must be placed at the center and must be linked to all public policy development".

Coherent governance architecture

Dr. Carlos Gadsden confirmed: "Governments are the most important providers of virtually any human activity on this planet. This applies from local governments as the closest instance to the citizen, but also to the other levels of government, state and federal; because when the different levels of government do not work in an integrated manner they do not move forward".

He also stated: "Reliability is necessary and this has to do precisely with building a coherent architecture of government facing the citizens; where the different levels of government or orders, operate together, with public policies and ethical actions, with respect for human rights".

Innovation and participation

In his opportunity, Marcos Makula spoke about the interest of making Finland a forerunner in the knowledge of societal development with special emphasis on humanity and innovation, and highlighted, "This transformation will take place only if we invest in innovation, which will allow us to reinvent a suitable future."

For his part, Renan Alberto Barrera, spoke about the case of Merida, on which he emphasized: "For us it has always been very important that the electoral issue not be limited. The people need mechanisms to be able to accompany the government, to be part of the decisions, to be consulted and to be able to achieve as much consensus as possible".

"I believe that citizen participation that is not articulated through clear mechanisms of participation by the government is simply anarchy, it generates disinterest, disillusionment and eventually social frustration," he added.

Preparing for the future

Dr. Lozano said: "It is necessary to prepare future professionals, managers and public officials for decision making and this is a pending subject in universities in general. At Panamericana we already have a Bachelor's Degree in Government and Public Policy that addresses these issues".

In general, for the education sector, he stressed that it is important "the possibility of having skills programs that enable government experts to make effective, efficient and effective, sustainable and resilient decisions that achieve the common good".

Finally, Carlos Gadsden pointed out that "in order to have trustworthy governments, we have to have trustworthy citizens and that implies trustworthy companies, police schools and professionals that allow us to work for the design of a sustainable and resilient future".

Similarly, he said, "Countries with greater innovation in the circular economy can be associated with an identity of trustworthiness".

New UP course: Reliable Government

During the event, Panamericana, through the Graduate Program of the School of Government and Economics, in partnership with the International Foundation for the Development of Trustworthy Governments and the Participa Foundation, presented the executive program of the International Course on Emotional Democracy and Trustworthy Government .

This is a 12-week program that aims to promote the development of reliable, sustainable and resilient governments from a humanistic perspective of democratic governance, through an innovative methodology in public policy.
