Universidad Panamericana the Energy Transition Through the CIEJ Focus Group

Zapopan, Jalisco; March 17, 2026.—The Guadalajara Universidad Panamericana of Universidad Panamericana hosted the Roundtable Discussion and Focus Group organized by the Jalisco Energy Intelligence Center (CIEJ), a strategic initiative aimed at promoting the energy transition, energy efficiency, and data-driven decision-making in the state.

The CIEJ project is an initiative launched by SEDES in partnership with SICYT and funded by the Jalisco Scientific Development Fund (FODECIJAL), as part of the calls for proposals issued by the Jalisco State Council for Science and Technology (COECyTJAL), and brings together key stakeholders in the energy sector to design sustainable solutions.

An inter-agency meeting place

The event brought together representatives from the public, academic, and business sectors, with a notable appearance by Manuel Herrera Vega, Secretary of Sustainable Energy Development for the State of Jalisco, whose presence was key to aligning technical and academic perspectives with the state government’s priorities.

During the opening ceremony, Dr. Francisco Orozco Argote, Vice Chancellor of the Guadalajara Campus, highlighted the essence of this event: “This project reflects who we are and what we aspire to be as a university: an institution committed to rigorous research, inter-institutional collaboration, and the sustainable development of our state.”

The dialogue brought together a broad network of experts and strategic partners from the energy sector, including key institutions such as the Jalisco State Energy Agency (AEEJ), the Secretariat of Innovation, Science, and Technology (SICyT), the Center for Advanced Technology (CIATEQ), the University of Guadalajara—through CUCEI and CUTONALÁ— the Center for Research and Advanced Studies (CINVESTAV), the Autonomous University of Guadalajara (UAG), as well as representatives from the industrial sector, thereby strengthening inter-institutional collaboration for the energy transition in Jalisco.

Collective intelligence and strategic decision-making

The project is being led by researchers from the Universidad Panamericana, including Dr. Héctor Robles and Dr. Francisco Moreno, in collaboration with Dr. Gerardo Rodríguez of CIATEQ.

“The Jalisco Energy Intelligence Center project aims to become a platform for coordinating knowledge, forward-looking analysis, technological development, and evidence-based decision-making, said Dr. Robles as he welcomed the attendees, emphasizing the need for Jalisco to become a national leader in energy innovation.

The Jalisco Energy Intelligence Center (CIEJ) aims to establish itself as a comprehensive platform focused on forward-looking analysis, technological development, energy data modeling, and evidence-based decision-making. 

During the session, key strategic priorities were identified, including the identification of critical energy system data, the monitoring of technological and regulatory trends, and the development of intelligence in technical, market, environmental, and regulatory areas, with the aim of strengthening the state’s energy planning.

Assessment Process and Model Design

Through a collaborative exercise, participants evaluated information sources based on criteria such as:

  • Impact and reliability
  • Predictive value
  • Technical depth
  • Feasibility of implementation

In addition, information gaps were identified, and reporting and visualization mechanisms were established to anticipate risks and opportunities in the energy sector.

These advancements contribute to the development of the CIEJ pilot platform, which focuses on the collection, integration, and predictive analysis of energy data.

Partnerships that drive development

This focus group demonstrates that Jalisco’s energy future cannot be built through isolated efforts, but rather through a multidisciplinary and multisectoral approach. By hosting this event, the Universidad Panamericana its role as a hub for critical thinking and reaffirms its belief that scientific research truly comes into its own when it translates into concrete solutions for society.
